Public Notice of PFC Application
Intention to: File Passenger Facility Charge Notice of Intent 25-16-C-00-AVP
Lackawanna and Luzerne Counties, the operator of the Wilkes-Barre/Scranton International Airport (AVP), is posting this public notice as part of the Passenger Facility Charge (PFC) process, adhering to the requirements under 14 CFR § 158.24. Lackawanna and Luzerne Counties intends to submit a Notice of Intent to “Impose & Use” PFCs on three projects. Lackawanna and Luzerne Counties request to impose and use $10,596,665 in PFCs at this time. The proposed PFC level of collection is proposed to continue at $4.50 per eligible enplaned passenger. The estimated charge effective date for this Notice of Intent is anticipated as August 1, 2025, with an estimated charge expiration date of November 1, 2036. The following projects anticipated for inclusion in this Notice of Intent are identified and
described below:
Project Title
Terminal Expansion and Modernization (Design & Construction) Impose and Use)
Requested PFC Amount
$10,559,144 (43% of the Total Project Cost)
Project Description/Justification
Description: This project consists of expanding the terminal space by approximately 10,000 sf and incorporating the latest screening technology, increasing queuing space for security screening, expanding the spillover waiting area and implementing a separate exit lane for off-boarding passengers.
Justification: This project aims to address the terminal’s capacity needs and resolve constraints affecting the passenger flow in and around the security checkpoint. The terminal was built in 2006, and its current passenger traffic has exceeded the capacity for which it was designed. In its current, during peak times, the heavy congestion of on-boarding and off-boarding passengers restricts the passenger flow and access where the security queue line spills over into the arrival’s areas. The project also addresses the modernization of numerous shortfalls in the current operational needs of the terminal.

Extend Taxiway B, Phase X – Reimbursable Agreement for FAA Construction/Installation Support (Impose and Use)

$8,804 (2.5% of Total Project Cost)
Project Description/Justification
Description: The extension of Taxiway B project is a multi-phase project currently underway to extend Taxiway B by 1,200 feet to the south providing access to the Runway 4 threshold. The project also includes the construction of a new Air Traffic Control Tower (ATCT) access road and a paved perimeter road. The portion of project corresponding to the new access road on the relocated Lidy Road necessitated a new access gate which required a design review, installation and testing of FAA-owned electronic security and control equipment for the gate to be operational and controllable from the ATCT. This project is the reimbursable agreement for those required gate services and installation.
Justification: During the construction phase of the new ATCT access road, the FAA determined that the new security access gate would require FAA design review and installation of FAA-owned electronic security and control equipment to enable the gate to be operational and controllable by the ATCT.

PFC Program Application Development (Impose and Use)

$28,717 (100% of Total Project Cost)
Project Description/Justification
Description: The project includes the compilation of PFC Application materials, confirmation of enplanement forecasts, required air carrier and public coordination, as well as additional tasks associated with the commencement of the PFC program.
Justification: 14 CFR 158 and FAA Order 5500.1, Passenger Facility Charges, states that an airport’s costs of administering a program are eligible for PFC reimbursement. These PFC administration costs, which can include the costs of preparing, coordinating, and submitting a PFC application must be identified as a separate PFC project.
